It's a big loud smoky outdoor place that's got great marinated beef
I lived in Ho Chi Minh city for 3 yrs. One of my favorite restaurants in town is a local BBQ place called "31 BBQ". It's at 31 Ly Ty Truong (one North of Le Thanh Ton a block East of Hai Ba Trung). It's a big loud smoky outdoor place that's got great marinated beef, lotus salad and all manner of fish. I've even had Scorpion there (crunchy not much taste). When I was in Ha Long Bay we stayed on Cat Ba island and went to the "floating restaurant". It's basically a house boat in the harbor with fresh fish every night and tables set up to eat. On a clear night it's kinda different, you negotiate someone to row you out there. Hoi An- you'll wanna get clothes made and virtually all the tailors there are good.
